Earlier today, I received word that Senator Tsongas was withdrawing from the race. I also learned that he endorsed me in my bid for the Democratic nomination. While I am disappointed to see such an excellent man withdraw, I am extremely grateful for his endorsement. I believe the momentum is beginning to shift, and folks are starting to realize this campaign has a serious shot at victory, not only for the nomination, but also next November. I believe my pragmatic solutions will win out in a head-to-head match-up with President Bush. We need the perfect candidate to take him down, and I believe I can do just that!

Gov. Jerry Brown interview with Bob Schieffer on Face the Nation

Schieffer: "Governor, your opponents charge that you being out of office as long as you have has made you necessary for on the job training, something they claim they wouldn't have to do. What is your response to those claims, and how do you know you are ready to be qualified for the position of President?"

Brown: "Those charges are laughable at best. What my opponents seem to forget is that I was Governor of the largest state in the union, and turned a budget mess left by Mr. Ronald Reagan and turned it into a budget surplus. The biggest one in California history. I improved every aspect of life in California, and I believe having that experience under my belt makes me far more qualified to be President than some of these Senators who have no executive experience to speak of and only know this procedure stuff. A President is a man of action and I've always thought of myself as one. I took a break because I needed to think over some things in my life and I believe that is important for everyone to do."

Schieffer: Fair enough, lets move on, to the topic you were actually speaking of already: budgets. The United States was forced to raise taxes in order to help fight a budget crisis due to a crippled economy and souring budget deficit. Why do you think a flat tax is the right thing to do now, and what else would you do with the budget?

Brown: "Well, what I think we need right now is a simple, fair tax code. My fellow Democrats have chastised me on this many a time, but I want to promote it because I believe it is right. Over 70% of the population agrees with me that the tax code is unfairly balanced towards the wealthy. I believe in cutting down all these deductions and loopholes for the top bracket, and I also believe in raising corporate taxes. However, I also believe in fairness in the tax code, which is why I propose a flatter tax. I believe the time has come for people to pay one simple rate."

Schieffer: "That's all fine and dandy, Mr. Brown, but many studies show that a flat tax invariably damages the poor in this country. Why do you think this plan will work even if it does hurt the poor?"

Brown: "Well, those studies are only thinking in the short term. Yes, there will be some issues in the beginning because rates will go up slightly on the poorest Americans. However, we need to think in the long term. The middle class will be able to rise easier with the lower taxes that this flat tax brings, and revenues will go up due to increases on the corporate taxes. I believe that, in the end, this is a net plus. Like in California, we had to start off in a painful way before we moved on in a better way, and that's how my flat tax will work."

Schieffer: "Well that's a unique way of looking at things. That's all the time we have on Face the Nation, thanks for joining us Jerry."

Brown: "Glad to be on!"

Analysis: A race that looked to be a shoe-in for the incumbent president last summer has tightened up.  President Bush's 82-point lead has fallen to a very modest 4-point advantage over a generic Democrat, with Independent candidate Ross Perot pulling a respectful 12% of the popular vote - yet he currently leads in no states.  States in green are considered to be competitive.
