Simply because she wants the seat. She'd lose because as you said, Enzi hasn't broken with the GOP right on anything major and at any rate the TP almost certainly wouldn't exert themselves for a Cheney.

One on hand, she supports gay marriage and would be the 4th Senate Republican to do so.

On the other hand, she'd probably run on the promise of bombing Iran.

Why would Enzi need to be primaried?  He's been loyal enough to his party, hasn't he?

Enzi's compromised enough times for him to be vulnerable in a primary.

From what I heard, there is a kind of large libertarian faction of the Wyoming Republican Party, and those guys I guess were repelled by Cheney. Makes sense if thats true.
