I believe Texas is the only state with three black republicans serving in the state house; Scott Turner, Stefani Carter and James White. Oklahoma is up there too, JC Watts, the new house speaker TW Shannon etc. The Cincinnati and Indianapolis areas have more than average for the midwest.
