Entered Syracuse University College of Law.  Received Juris Doctor degree 1968.

Received five student draft deferments. Apr 1968 was reclassified by the Selective Service System as not available for service due to having had asthma as a teenager.

1968, Clerked for six months at a Wilmington law firm headed by prominent local Republican William Prickett and, as he later said, "thought of myself as a Republican". He disliked the conservative racial politics of incumbent Democratic Governor of Delaware Charles L Terry and supported a more liberal Republican, Russell W Peterson, who defeated Terry in 1968. The local Republicans tried to recruit Biden, but he resisted due to his distaste for Republican Presidential candidate Richard Nixon, and registered as an Independent instead.

1969 Resumed practicing law in Wilmington, first as a public defender and then at a firm headed by Sid Balick, a locally active Democrat. Balick named Biden to the Democratic Forum, a group trying to reform and revitalize the state party, and Biden switched his registration to Democratic.

1985 Graduated from University of Arkansas with a bachelor of arts degree in political science

Served in the United States Navy and was a hospital corpsman

2012 Write in candidate for U.S. House of Representatives, lost

2014 Write in candidate for U.S. House of Representatives, lost

During the 2012 Republican Party Presidential primaries he supported former Louisiana Governor Buddy Roemer and ran as a pro-Roemer delegate in the primary

From May 2013 to January 2016, served as a Libertyville Township Trustee and while living in Illinois served as chairman of the Illinois Prohibition party. In 2017, ran for a position on the Harper College Board of Trustees and placed second in the election for two seats, but declined to take office, since he had moved to Las Vegas, Nevada, after the last day to file a withdrawal of candidacy.

On June 12, 2018, he won the Republican nomination for Clark County Treasurer, but was defeated in the general election. He later ran in Las Vegas 2019 Mayoral election, lost

On April 14, 2019,  was given the Prohibition Party's Vice Presidential nomination after initially losing the Presidential nomination. On August 24, 2019, Collins was given the Prohibition Party's Presidential nomination to replace the original nominee who withdrew due to health problems.  

Afterward he announced that he would also run in the American Independent Party's Presidential primary in California and his name was included on the American Independent primary list

On March 3, 2020, Collins won the American Independent primary in California. However, the American Independent Party elected to give its Presidential nomination to Rocky De La Fuente and its vice presidential nomination to Kanye West.
