Carter, without hindsight. I might have went with Ford with hindsight. I think the 1976 term was doomed from the start. With a Democratic Congress, it would have been mostly uneventful in terms of legislation. However, a loss in 1976 could have given us a Democratic President at least in 1980 and 1984. That was a far more consequential era. Reagan would never have been elected with a Ford win in '76.
