The thing about a hollow threat that becomes less hollow over time is that it isn't really hollow at all because you no where that train leads. That is the beauty of using the Motion to Table in this fashion, probably its only practical use, whilst giving the benefit of doubt at each stage is that if he posts, no second. If he doesn't then it gets seconded eventually, and then a vote, which if he doesn't post then the bill gets tabled most likely. This happened to Barnes on a bill or tow back in January and typically the person in question is on the road to expulsion if that happens, anyway. The commission didn't really have set responsibilities - this act does.

Personally, I think it's a great idea that should at least be tried out. Maybe give it a trial period?
