Not if you count the legal votes.
If I had done the counting, Ethelberth's is the only one I would have outlawed...which btw produces the same result of a one-vote lead. Both States and Skybridge had the info up at the time they cast their ballot...I would have considered that good enough.

Well, I won't comment further in case you want to take this to court, but it would be very foolish of you to do so.
