Well you specify poor so that's pretty terrible everywhere, but of these Pakistan stands out as radically better than the others.

Pakistan is high even with all the US drone attacks and  Al Qaeda terrorist attacks, and all the strict interpretation of Islamic law enforced in most of the country?

Anywhere but North Korea, that might as well be the worst country in the world. I might go with Iraq, but I have no idea what these countries are like culturally, so I'm kind of a guesser here.

Pakistan - great food, a lot of nice people, and fascinating cities! Just would need to find a way to avoid any contact with bureaucracy, which is awful.

Sure, compared to the other choices, all of which are even worse.  Pakistan is the best of a very bad lot.
