Positive (though to be more accurate, the article isn't presenting the case for slavery reparations, but the 150 years of systemic, government-endorsed racism that followed it).

Dumb people arguing for macro solutions to micro problems. Transfer money from some toothless yokel in WV to pay Janet Jackson for racism? or is this thinly-veiled mean's-tested wealth redistribution?

Right. The title is more clickbait than anything else; the article itself is mostly about systemic racism in America after the end of slavery.

The toothless Appalachian yokel already gets plenty of money transferred to him via food stamps and disability benefits.

But your reductio ad absurdum argument aside, I think it's fair to say that Janet Jackson has experienced far more racial discrimination in her lifetime than a toothless yokel in West Virginia has.

And the toothless gang-banger already receives transfer payments as well. The absurdity stems from solving social problems with economic policy.
