Thurmond was indeed a piss-poor Senator before the late 1960s, often missing votes and almost never getting involved in matters that were not related to his opposition to the civil rights. After 1968 he became actually very effective in aiding his constituents affairs.

In no particular order...
20. Richard Nixon (People forget he was a Senator)

In all fairness, Nixon served just 2 years before becoming Ike's Veep and was much more "active" in the House.

LBJ: Mostly for his actions as president, not to mention my personal belief that he was responsible for JFK's assainaton, he did have the most to gain from it. Since none of it is related to his Senate Tenure he comes in at 18th on my list.

Yeah, yeah. Also, Theodore Roosevelt payed Czolgosz to shot McKinley. Coolidge travelled all the way to San Francisco to suffocate Harding with a pillow and Harry Truman poisoned FDR so it would appear as a stroke...
