Special elections and referenda are just as important in atlasia as regular elections. If you can't be bothered, or haven't been paying enough attention to know they're happening then that should count as a similar penalty as missing a normal election.
Do you mean to include referenda here as elections?
I consider referenda to fall into the category of "Federal Elections" because they are administered by my Department, occur at Constitutionally-specified intervals and are open to all Atlasian voters. The Latin root of "election" -
eligere - signifies mere choice from a set of options or candidates (e.g. yes or no), not necessarily the choice of a person. All referenda are elections, that is, but not all elections are referenda.
