Yes, but they have to have free speech and free participation in government, so I would cancel the idea of having to take a simple test or whatnot. Unfortunately were becoming more a nation of D's and R's and less a nation of candidate quality. I mean just look at how Barack got elected twice, by blaming republicans for all his problems...
