Regardless as to who passed the bill, this is EXTREMELY invasive, who cares if someone sleeps in a car or not? Some people, who are just coming home from a long drive, might not be able to make it to the next rest stop without reaching a point of fatigue, thus sleeping in the car is the only feasible option. This is very true in large parts of Australia, where gaps between roadhouses can be in the hundreds of kilometres.

Plus, I've slept in the backseat of the family car as a kid on the way home from the drive-in movies, and I turned out just fine, so seriously, what is the problem?

They want to keep poor people out. In the next door city of Menlo Park, you cannot park your car overnight on city streets unless you are a resident. And somehow these areas vote heavily democratic, more democratic than the Bay Area average which as we know is pretty damn democratic.

All the homeless people end up in San Francisco, Oakland, or Berkeley, which are even more Democratic.

So a baby on the way home from the hospital after being born would be arrested for sleeping in their mother's arms? Where are we going to get handcuffs that small? Cops better get used to changing diapers.
