As an Oregonian, it's because of Oregon's polarization. I read a study that said Oregon liberals are the most liberal in the country and Oregon conservatives are the most conservative in the country. Eastern Washington also has Spokane and eastern Oregon has no liberalism, other than Bend, which hasn't voted dem since Clinton, and Hood River, which is basically an extension of Portland.
