Would it be possible for there to be outside groups going into the fall election? I know this is around the golden age of the issue ad. I could run a pro-Quayle 501(c)4.

Manufacturing

Strategy Email to Volunteers

Democrats are on defense. The Daschle campaign has sent their running mate on an explanation tour of places that appreciate family values. They're trying to have it both ways. They want to claim Clinton's record on the economy while turning around and disowning the White House on moral grounds. Those two things are incompatible. The more we drag them off message, the more time and money they spend trying to defend Clinton's record on ethics, the more we're going to see the South solidify and values voters in Pennsylvania and Ohio swing our direction.
The nature of Americans for Opportunity is that it is a campaign-like entity. Your efforts as
volunteers will help pull the Vice President over the top and lead the nation to renewed prosperity.


Email to the 250 minority volunteers recruited in Ohio and Pennsylvania

We've made a lot of progress touting the GOP's strength on family values and education. Let's take that to the inner cities and dull Daschle's numbers in Philadelphia, Pittsburgh, Columbus, and Cleveland. If we pull off a significant portion of the African American vote, there is no path to the White House for Tom Daschle. Neither Democratic candidate can speak to minority voters. Rove Interview with O'Reilly

O'Reilly: Karl, great to have you on. You're showing courage that, apparently, no one in the Daschle campaign has. It's true folks! They're not coming on! So Rove, you read the Post. What're you thinking?

Rove: Well, Bill, you've seen a couple things things week. First, you've seen Clinton turn toxic because- *interrupted*

O'Reilly: Of course he has. He's always been toxic. The folks don't trust any adulterer!

Rove: Exactly, Bill. So the Daschle campaign's flimsy strategy of buddying up to the White House on economics and keeping the President's shady personal integrity at arm's length have failed entirely. That's part of why you've Lincoln's favorability go upside down.

O'Reilly: Yeah the whole philanderer comment was kind of...you know...it was weak. It made Blanche Lincoln look like a politician. What were they thinking with that one?

Rove: They wanted to put the integrity question to bed. Blanche Lincoln is on the ticket to be the not-politician, she was once seem as charming, likable, and a good Southerner. By making her play politics and attack the President on integrity, she hurt hers. We saw the real Blanche Lincoln recently.

O'Reilly: You know, Rove, you can really see that Daschle's been in DC a longtime when he doesn't understand that people don't like him buddying up to a guy who cheats on his wife. Okay, anyway, the Post talked a little bit about the idea that General Powell, Quayle's running mate, isn't up to being Vice President. What do you have to say about that?

Rove: That's just nonsense, Bill. He's been an OUTSTANDING citizen, serving his country faithfully and gaining a wealth of experience doing it. I think that it is offensive for the Daschle Campaign to suggest.

Strategic Email to Volunteers
My friends,
     Polling this week shows we've got them on the ropes. Lincoln has turned toxic and Daschle's getting weaker. With Lincoln's favorability in the tank, Daschle can practically kiss the South goodbye. He won't be competitive Arkansas. Period. 58% of West Virginians think Daschle wants a war on coal. He's done.
     We need to continue pushing our message on education to non-traditional GOP voters. The Daschle campaign trying to paint the Vice President as un-intellectual has been demonstrated as a poor political move and as a moot point. Daschle obviously has no understanding of economics if he supports both free trade and a more regulated domestic economy. The Rust Belt needs to understand that.
     The most basic and narrow path to victory that I, personally, see is keeping every current Quayle state, winning Ohio and Pennsylvania, and one other swing state that isn't Nevada. We'll need your help. Keep fighting for opportunity, keep fighting for Quayle.

Wallace: Hahaha! That's great to hear! So, Haley, there has been drama recently on the campaign trail about the organization you chair, Americans for Opportunity. Coming right out of the mouth of Senator Daschle's running mate, Blanche Lincoln. She named your colleague Karl Rove on the stump regarding an interview he did on this network. Thoughts?

Barbour: Well, you know, this has a been a very difficult time for Senator Lincoln. I've taken to calling her "the shovel" because she somehow manages to just keep digging, and digging herself into a hole. Now, Ronald Reagan won 49 states. And I doubt Walter Mondale had a 24 point approval gap. I have never, in my time in politics, seen a candidate be so disliked and still considered competitive.

Wallace: Well, Senator Daschle is the top of the ticket. How do you think this affects him?

Barbour: Now, Chris, I know it is both of our jobs to explore the political repercussions of the veep nominee. Where do they boost the ticket, what constituencies do they reach out to. But it is the most important thing to remember that the veep nominee may have to serve as Vice President. That means Tom Daschle trusts this woman to be a heartbeat away from the presidency. The most powerful person in the world. This creates a serious and grave concern about his judgement.

Wallace: So you believe that Lincoln's choice to be Vice President shows weakness in Tom Daschle's ability to be President?

Barbour: Absolutely. Lincoln was a completely political pick. She was picked to bring women who Clinton scared off back to the Democratic camp and she was meant to turn the south purple. Tom Daschle nominated her to be a heartbeat away from the Presidency for purely political reasons.

Wallace: Wow, that's a pretty astounding accusation, Haley.

Barbour: I wanna tell you, and the American people to check the facts. 2 years as a Senator in a state that doesn't like you doesn't qualify you to be a heartbeat away from the Presidency.

AFO Deputy Director Mike Duncan on Fox Report w/Shepard Smith

Smith: Hello, Mr. Duncan it's good to have you on.

Duncan: It's great to be here Shep.

Smith: You know, your organization, Americans For Opportunity, has been a very strong supporter of the Quayle campaign. On this network, your boss, Karl Rove, commented on the buzz that Colin Powell's not ready to be Vice President. We saw General Powell come out on a speaking tour this week. Any thoughts on that?

Duncan: Oh my yes, Shep. General Powell this week showed that he was the man that is ready to be a heartbeat away from the presidency. After living a life of service, he's ready to take it to Washington.

Smith: Anything thoughts on developments regarding highly controversial veep nominee Blanche Lincoln?

Duncan: Heh heh, I don't really think we can call her controversial. There isn't much controversy, she's just deeply, deeply disliked. Her waffling, flip flopping, and general ineptitude raises a lot of questions, not only about her readiness to serve, but about Senator Daschle's judgement.

Smith: That's exactly what I wanted to ask you about. Another member of AFO, Haley Barbour former RNC chair, made a charge against Tom Daschle's judgement also on this network. Let's watch.                      *plays clip*

Do you believe that Chairman Barbour is correct in that assertion?

Duncan: Absolutely, if Daschle is elected, he's going to be responsible for picking a team and making decisions. Since he's been a lifelong politicians, he hasn't had to make many decisions. So far his track record of overall judgement includes two things: 1. Running for president, and 2. Picking Blanche Lincoln to be his vice president. Not looking good for a Daschle White House.

Smith: Time for the vocabulary portion of the quiz, what do you think, as a campaign professional, of Senator Lincoln's repeated use of the word, "philanderer" when describing the sitting President?

Duncan: Oh, Shep, this campaign doesn't have its head on the right way around. Constantly drawing attention back to the President's lack of integrity isn't good for their campaign. This just once again goes to show you that there is no guiding sense of judgement within the Daschle campaign.

Smith: It's been good having you, Mr. Duncan. Hope to have you back on.

Duncan: My pleasure, Shep.

AFO Conference Call

Barbour: Ohhhh baby. We're almost there. How ya doin' everybody?

Rove: Hi Haley, doing great.

Donor 1: Afternoon, Haley.

Donor 2: Welcome!

Duncan: Hello, Haley.

Rove: Sorry to cut you all off, but we have some field reps from our campaign offices in crucial,
targeted states. Ohio, you start.

Ohio Field Rep: Here in Ohio we've been teaming with our neighbors to the east, Pennsylvania, to break core Democratic constituencies. We've focused on reaching traditionally deep blue parts of the state. We've adopted the tone of the national campaign and the national organization in our advertising and mailings. To augment our minority outreach efforts, we've been using a legion of minority volunteers and paid canvassers. We've completed around 300,000 direct voter contacts now. By the time election day rolls around, we'll have made nearly half a million direct voter contacts. That means face-to-face appeals to well over 10% of the electorate in Ohio. About 65% of those contacts are focused in minority communities in places like Columbus, Cleveland, Columbus, and so on. The remaining voter contacts are among traditional swing voters that every campaign targets. I'll let my friend from Pennsylvania take over from here.

Pennsylvania Field Rep: Allow me first to detail the fruits of our labor. Our numbers are showing that we're polling from 20-22% in the deepest blue part of the start, Philadelphia County. In the southwestern part of the state, at the start of this thing we were projecting a 42.5% average in the region. Today, our data show's us polling at 45% average in the region. That alone could be enough to flip the state. By whittling down Daschle's margins where he should be polling at 55-60%, we're making him either play defense or lose his base. We're budgeting for a very very strong advertising, barnstorming, and targeted voter pick-up right before the election in the southeastern to eastern part of the state. With AFO's efforts, Pennsylvania is going Republican this year.

Rove: Taking a break from the raw data and numbers thinking, let me say a little something about messaging. Americans for Opportunity have been critical in shaping the narrative of this election. These are very rough numbers, but the general rule of thumb in politics is that each of you all start off with 40% and you fight over the other 20%. Because of our direct ad viewing, meaning just our advertising spending not any sort of longterm shift in narrative, his 40% is now about 38.5%. We've turned part of the liberal base into swing voters because of Daschle's failure of judgement.

Barbour: Karl if I could just cut in a moment. I've been in politics for  long time, ladies and gentlemen, and I can honestly say I have never seen a more thin-skinned candidate than Daschle. The utter lack of discipline is just great. No swing voter wants a wuss in the White House. Especially when that wuss has the most unlikable figure in American politics on his ticket. We've devastated any effort to expand the map on Daschle's part.

Rove: Exactly, Hailey. Blanche Lincoln was brought on the ticket to win over disaffected former Clinton supporters, women offended by his philandering and southerners who are trending Republican, and make the South competitive. They were looking move a couple of swing voters in critical states while painting the South purple. Well, that's no longer the case. The Lincoln Problem is looking to be incredibly profitable for AFO and the Quayle Campaign. Now, back to our field reps.

Florida Rep: We're following the Pennsylvania and Ohio model. We got a lot of statewide coverage for our attack on the Democratic senate candidate. The McCollum campaign has ran away with the narrative, hammering his opponent for "wanting to let Social Security go bankrupt." We're going after Cuban voters really hard and focusing on light blue areas. We're looking to make around 600,000 direct voter contacts by election day. We've placed a very heavy emphasis on utilizing data and targeting to weaken Daschle's foundation in the state.

New Mexico Field Rep: We're doing much of the same thing but our primary focus is on messaging. With Quayle's immigration and education policies, we're making very significant inroads into Latino communities. With the national campaign seeming to be doing well among white voters, our state organization will turn the Quayle machine into a political behemoth across the country.

AfO Volunteers Recruit Young People

Volunteers from Americans for Opportunity have launched an effort called, "Students For Opportunity." These groups are founded on college campuses to promote the mission of AfO in growing the economy and strengthening our country. Students for Opportunity meets weekly and we've added 500 dues-paying students in swing states across the country. They will be independently organizing doorknocking, phonebanking, and small-time paid contact efforts even after election day.

Addition to Minority Grassroots Army

AfO has raised an additional 300 targeted volunteers and 1,200 volunteers outside of targeted areas. We've put $100,000 into paid canvassing and voter contact to dull Daschle's numbers among African Americans in the South. Rove said, "The Southern Strategy was a success in the 60's, 70's, and 80's but now it must be changed and adapted. By shrinking the Democratic base in the South, we're keeping it red for years to come."

Americans For Opportunity discloses Relationship with For-Profit Research Firms
Rove says, "We hired the Perry & Smith Research firm to conduct our opposition research for the 2000 campaign. They've been a joy to work with and have turned up some very revealing information. They were our largest research vendor alongside 6 other research firms, all with the mission of revealing that which the Democrats would rather us not know."

A shadowy, 501(c)4 organization has been formed with 10 million in contributions from anonymous donors. They're self proclaimed mission is to, "Make sure Tom Daschle tells the truth about his radical liberal ideology, his service(or lack thereof) in the Air Force, and the damage he hopes to do to our great nation." The

The group is reserving media space in key media markets across the country. Campaign finance reform advocates are weary, watching the group closely. The group has already sent a fundraising letter with the signature of Russell E. Dougherty, former commander-in-chief of the Strategic Air Command.

Tom Daschle Truth PAC launches 10 million dollar buy for the week before Election Day

Message of the ad:
     -Chairman of the Truth PAC Russell Dougherty declares that Daschle acted dishonorably in the Air Force
     -Says that Daschle should apologize to all of the veterans he dishonors by exploiting his service
     -Claims that as a Senator, Daschle utilized his power to POSSIBLY suppress knowledge of dishonorable behavior.
