RCP cherry-picks its polls. They wouldn't use PPP's poll that had him only slightly underwater, and won't use polls that have him doing better than that.

You could be right.  But the RCP approval average back in early Nov 2012 was 50/47 which ended up being roughly Obama's margin of victory in the election.  So assuming that RCP did not get more biased against Obama, Obama went from +3 to -12.  This must have an affect on partisan identities.

Well, looking at

http://www.realclearpolitics.com/epolls/other/president_obama_job_approval-1044.html

now we are at -14.2% underwater for Obama, it seems Pew looks less and less like an outlier.  Unless you are going to say that ABC/Wash Post are also pro-GOP along with  National Journal or Economist/YouGov.  The last poll National Journal had in 2012 election was Obama +5, last ABC News/Wash Post poll in 2012 election was Obama +3.  Neither looks like they are biased in favor of GOP in retrospect.

So I am able to update averages for 2013.  Despite Oct shutdown crisis GOP brand was not hurt and in fact average gap between Tot R and Tot D closed a bit in 2013.  2013 is looking a lot like 2011.
