Close up:

District is 23% white, 43.1% black and 23.5% Hispanic.
It voted 84.4-15.6 Obama in 2008, and had a D+39 PVI.

My old district actually used to be not far from that.

Never challenge Atlas posters to make maps.  You have no idea how many peoples' evenings you have just ruined.

I'm going by by jerry's definition. This puts together exurban Republicans, Blue Dog Democrats, Native Americans and white liberals.

no, NIMBY means "Not in my backyard". The type of people with kids in the house who want to shield their kids from a lot of corrupting influences.

I went with Jerry's definition so I could post this gem of a district that absolutely no one would ever want:

Truthfully, it's probably not too far off the OP's definition either.

51.7% Obama ~R+1

So, we're basically trying to create a Congressional District that is basically a human hatchery? This means a lot of miserable 16 year olds.

This is a poor definition. I've known young NIMBYs without children, living in high rise apartments, complaining about overdevelopment in the neighbourhood.

NIMBYs come in all sorts of different stripes politically, but tend to be wealthy- but not always (think opposition to gentrification).

Precisely, and just about everyone is a NIMBY when it comes to some types of necessary infrastructure - jails and rubbish dumps being obvious examples, but I've even seen it in relation to the triplication of a railway line (to allow more commuter services), because it meant the demolition of some houses, which might impact on the noise levels at others...

Just about every Deep South district, VRA or not, fits the bill if we're looking for substantial populations of people with very different politics who also don't care much for one another.

Iowa:

If only Northwestern Iowa was closer to Iowa City, I would do that.

86% White.

52-46% Obama.

Alabama:

51.6 McCain, 47.8% Obama.

60.4% White, 35.7% Black. The whites in this district are actually pretty liberal. Then again, the most staunch republican whites are in Southern Alabama, mixed in with the blacks.

As are the the ones you have in the northern Bimingham exurbs.

Texas:

50.5% McCain, 49.5% Obama

53.3% White, 31.8% Hispanic, 10.8% Black (VAP)

The Woodlands and Austin are pretty much polar opposites of Texas. You guys tell me if you can beat this.

Also, I though TJ's Wisconsin was really good. Combining Waukesha, Washington, and Ozaukee Counties with Madison really does it. I'm not sure how to beat that.

Yeah, I'm not sure where the extra liberals are on this one. Perhaps in Montgomery or the Columbus Suburbs.

Wasn't the (infamous) 2000s PA-13 intended to put NE Philly and MontCo in a divisive primary with their hope of a GOP pick-up.

Just about every Deep South district, VRA or not, fits the bill if we're looking for substantial populations of people with very different politics who also don't care much for one another.

Don't care for each other, yes, but their politics and culture are ironically not that dissimilar.
