Social Security/Medicare - keep it as is but don't expand it

Death Penalty - for it

Tough on Crime - supports measures such as Stop and Frisk

Abortion - Supports Parental Consent and banning late term abortions, but otherwise pro-choice

Gay Rights - leave it to the states

Gun Control - views guns as a public safety issue, supports mandatory minimum for those caught with assault weapons

Drugs - favors legalizing most drugs

Religion - Agnostic

Education - considers himself a realist and believes there are few bad schools, just a lot of bad students

Labor - good relationship with all labor groups (even municipal employees) except for teachers unions. Pro-Free Trade

Welfare - opposed to doing away with it but believes that women on welfare below the age of 40 should be given norplant

Immigration - supports ending birthright citizenship (but grandfathering those already born) and thinks illegal immigrants shouldn't receive welfare. But perfectly fine with the current number of immigrants the country lets in.

In the past, a moderate Republican. But since those no longer exist (in terms of elected officials), a conservative Democrat.

This guy could get elected as a Republican in a place like Massachusetts or California.

I don't think Mark Kirk or Susan Collins agrees with you on that there are no RINOs. Independent minded like Gary Johnson.

Moderate Republican in NY, NJ or PA.

If you took away the agnostic part, they could be a non-liberal black Artur Davis/David Price Democrat in the Deep South.

This person could also be a non-partisan libertarian, but as far as the two parties go, it could be either a D or R depending on where they're from.

This guy would most likely be, like many have said, a moderate Northeast Republican, similar to Susan Collins.

This. How many "Independent Republican Senators" are they? I count Collins, Murkowski and Kirk off the top of my head, but I don't know if Murkowski just says independent things or if she really is that independent.

I count Manchin, Pryor and Casey as Independent Democrats. Heitkamp just seems to be a Hickenlooper type that is a pretty rank and file dem that knows that there are HUGE Republican special interests amongst her constituents.  It seems that a substantial part of the GOP winning in 2010 and if they win in 2014 were that they were able to beat Conservative Democrats with Conservative Republicans.

Murkowski really is independent- she's much more Independent than Collins.

Am I wrong that the person in question doesn't sound that much like a really conservative Democrat, but more of a rank-and-file Dem with some conservative leanings? Or is no one else feeling like that? Tongue Kind of like Heitkamp or Landrieu.

Neither. Or both.

Depending on the office and the state, they could run for either party. They could also run in the presidential primaries for either party, but they won't win the nomination, unless they weren't invited to the debate and then some catestrophic earthquake opened up the ground under the debate location and swallowed all other candidates, or some other such scenario.
