What I love most about it is that it's basically a meta-joke. It's playing on the expectations that Family Guy always has ridiculous cutaways...by giving the most ridiculous, out of nowhere and utterly pointless cutaway possible. Also Brian, normally the sane and rational voice of reason is introducing such an absurd and ridiculous character, and in such a deadpan and serious way as well. Brilliant!

You are looking way too much into it. They couldn't come up with something more intelligent, so they crapped out Sneakers O'Toole. That's all. There's no meta-joke or playing on expectations, it's an off the cuff joke that made its way into the episode.
