SoEA Travel Update

The Secretary of External Affairs shall make the first trip of his third tenure to Jeddah, Saudi Arabia, where Secretary-General Ekmeleddin İhsanoğlu will be hosting a meeting of the Organisation of Islamic Cooperation. He shall be meeting with foreign ministers of Islamic nations from Mauritania to Indonesia to discuss possible peacemaking efforts in Palestine. Following this meeting, he shall fly to the Hague and then on to New York to meet with his diplomatic counterparts to discuss referral of Syria to the International Criminal Court. The flight to the Hague shall be via Erbil for a meeting with Massoud and Nechirvan Barzani, as well as Salih Muslim Muhammad.

Following the New York meeting he shall meet with Michel Suleiman, Najib Mikati, Nabih Berri, Fayez Ghosn, Jean Kahwaji, and Saad Hariri in Beirut to discuss preventing spillover of the Syria conflict into Lebanon. A similar meeting will be held with Jalal Talabani, Nouri al-Maliki, Babaker Baderkhan, and Shawkat Zebari in Baghdad, with Abdullah Gül, İsmet Yılmaz, Necdet Özel, and Recep Erdoğan in Ankara, and with senior leadership of the Syrian National Coalition in Istanbul to determine their capabilities as a serious opposition force.

SoEA Diplomatic Initiative

The SoEA would like to invite his counterparts from across the Islamic world to meet in Jacksonville, Florida for the first of several continuing summits on the Israel-Palestine issue. This first one shall deal specifically with the issue of national recognition.

Statement on the FPR

Currently, the Senate is debating amendments that would grant the DoEA and President power to lift sanctions they may place on military exports to Israel. In the interest of full disclosure, these are the conditions the DoEA would need to see met to lift potential sanctions - a five point plan for Israeli requirements for peace. This should in no way remind you of Gov. Romney's five point plan. Additional requirements for Arab/Islamic states are currently underway, as are requirements the Palestinians will have to accept.

  • Demolition of the West Bank barrier
  • Providing compensation or naturalization in the West Bank or Gaza to Palestinian refugees
  • Either dismantle all settlements or dismantle most and incorporate the remainder into Israel as a component of mutually-agreed-upon 1:1 land swaps
  • Dismantling of all settlements in East Jerusalem
  • A firm commitment to future talks for a peace agreement with all Arab states, and future talks with Lebanon, Syria, and Jordan for an agreement on water resources in the Jordan River basin.

Statement on Negotiations

"I'm pleased to announce that I will have the pleasure of sitting down in Jerusalem with Mr. Abbas, Mr. Haniyeh, Mr. Netanyahu, Mr. Lavrov, Mr. Ban, and Ms. Ashton. Although the issues are big, the seven of us shall today be merely focused on our definitions of the occupied territories and drawing up the framework for territorial definitions. In these negotiations, though the administration shall not demand the demolition of all settlements as some within the Senate would undoubtedly desire, we do recognize their illegality. Despite the letter of the law, we need to reflect reality on the ground - a perfect return to 1967 is impossible. The large settlement blocs will need to remain part of Israel, and Israeli areas, in a 1:1 ratio, must be used to compensate the Palestinians. The basic idea of a swap has achieved support from everyone from Clinton, to Abbas, to Netanyahu to the EU to Lieberman. As for what the borders themselves will be, of course, well that's the point of these negotiations.

Iran

The SoEA will depart for Tehran upon the conclusion of negotiations in Jerusalem, to meet with President Rouhani and discuss solutions to issues facing relations between his country and ours, and finally conclude negotiations that were begun under SoEA Kalwejt.

Defense Meeting

The SoEA will conduct a meeting with the defense ministers of Croatia, Finland, France, Greece, Italy, the Netherlands, Poland, Portugal, Romania, Spain, Sweden, and the United Kingdom, as well as the Russian Federation, to request their military assistance in conducting peacekeeping operations in Palestine. The DoEA estimates the risk of radical Palestinian groups using political violence to spoil current peace talks as high, and recommends deployment of a multinational force to train Palestinian security forces and prevent political violence.

Negotiations Review - Israel-Palestine

My apologies for being out of the office for so long - traveling over the past week.

At this point in time, a fairly stable Israeli government led by Ms. Yachimovich (Labor-Yesh Atid-Meretz-Hatnuah with confidence and supply from the Arab parties) is supportive of the proposed map. Other conditions in ongoing negotiations include that the Palestinians would be forbidden a standing army. The 22nd, 24th, and 26th MEUs have been deployed via Amman to Palestine for peacekeeping deployments in conjunction with Russian and European forces while negotiations are being conducted, and to train Palestinian security forces to maintain order after their withdrawal. The refugee issue has not yet been addressed. Although the SoEA has been meeting with OIC foreign ministers, no international agreement has yet been reached either - both remain topics for future negotiations.
