On January 1st, 1900, William McKinley was Presudent, not Theodore Roosevelt. Not that McKinley could be over-rated in today's environment.

Since 1900, without a doubt the most overrated is Wilson.  A decade ago I would have said Wilson was the most overrated of all time, but I'm not so sure now.  Not because my opinion of Wilson has gone up, but those of others have gone done, so the race for overall most overrated is a race between Jefferson and Wilson now.  Jefferson's presidency was a disaster with the one bright spot of the Louisiana Purchase.  His prestige comes not from his presidency but what he did a generation earlier.  Wilson was an even worse president, but he isn't as highly overrated as Jefferson either.

Wilson, he's always in the top 10 or so yet he wasn't a very good president at all. He was better than Taft and Harding, though.

While Wilson is not popular here, Wilson still shows up in top 10 lists, whether the public at large or just scholars are polled.
