         1a. Wealth inequality (this is the most important economic issue to me)
2. Civil liberties
         2a. Individual privacy (most important)
3. The role of women and minorities in society
4.  Foreign policy (100% anti-war and killing)
5. Domestic policy
         5a. Drug policy (100% pro drug legalization, so long as it's handled correctly)

Without item #1 my first several choices would be cluttered by institutional and economic reforms.

1. New Constitution*
2. Foreign Policy
3. Energy Policy
4. National Debt
5. Space Programme

*Preferably including dozens of reforms and founding an American Federation of Socialist Republics

1. Environment/Energy/Infrastructure
2. Respect for science, the arts, and scholarship in general
3. Unemployment
4. Affordable housing/robust public transit
5. Sane (i.e. cares more about issue #3 than imaginary inflation bugaboos) monetary policy

Honorable mention: immigration reform

Obviously a lot of these things are rather deeply interconnected, and take in a whole passel of other issues as well.  For example, reproductive rights would fall under the banner of #2 for me, but it's only part of a larger story there.

Individual liberty covers 'em all.  In no particular order:
the rights of an individual to protect themselves
to marry who they want
to put what they want into their body
to put an end to it all if they think that's best
to sell their body to whoever they want
to leave if they want to
to buy what they want to
to say what they want to
to sell what they want to
to wear what they want to
etc
