Yes, he did actually say that. He also said that this victory was sabotaged by Republican  Senators.

Until this month I wouldn't have suspected it, but especially since the shutdown started I've lost track of what his deal is. I just don't get him.

He is out of his mind. No wonder why his own party doesn't care for him. As a rookie senator he is making all the rookie senator mistakes that you can make. Most sports players know(unless you are some hot draft pick out of college) don't disrespect the veterans or will you be chewed out and gone from the team. Cruz stepped all over the veteran senators and now he is getting chewed out. I don't what him and Mike Lee were thinking going behind Republican Senate Leadership back and doing this. Why would you do something and not tell leadership at the weekly or daily meeting that you had this planned?  I know the hard right says well why didn't the rest of the Republican Party stand behind Lee or Cruz(well ok more so because he was just elected while Lee was elected in 2010.) The answer is you don't violate the packing order rule(rookie to veteran) and not tell leadership what you had planned.

In remarks likely to deepen his rift with members of his own party, Sen. Ted Cruz (R-TX) said he wants conservatives to hold Senate Republicans "accountable" for opposing the ill-fated effort to defund the Affordable Care Act.

Echoing his sentiments from earlier this week, Cruz told National Review's Robert Costa in an interview published Saturday that the defunding campaign was derailed by a "significant number" of his GOP colleagues who "actively, aggressively, and vocally led the effort to defeat House Republicans."

“Once Senate Republicans did that, it crippled the chances of this effort, and it caused the lousy deal.” he told Costa.

Cruz didn't identify any specific senators and, as he said earlier this year, made it clear that he won't be involved in any GOP primaries. But he indicated he wants those lawmakers to pay a price at the ballot box.
