Oakvale said he didn't like the idea of consistently having recalls for the sake of politicization, and recalls have functioned to slow down the legislature of the Pacific multiple times.

I'm sure he has more to say than that, but that's the gist of it.

Is there any way we can get terrorist organizations exiled from the Pacific or sent to a high security prison in a rural swath in the desert or the tundra?

Well, you could try to pass an anti-terrorism law or something. I'm not sure why you'd have to make the jail in the middle of nowhere, though. Also, this definitely should not be written into the constitution.

Ah, Cinci taking one for the team in order to move things along.

I suggest you add the Women's Rights Amendment and the Amendment about Vacancies at Governor to the constitution, and perhaps strike the clause about special elections and recalls if you don't like it.

Ok I basically modified the Governor vacancy to apply to Speaker Vacancies as well:

A fifth clause shall be added to Article four. This clause shall read:

This text confuses me.  I thought we were going to create special elections for council vacancies?  Why would the Governor be appointing anyone via the first sentence?  This says, "The Governor may appoint".  So, I have discretion?
