Here is my redraft. I struck all of section 2 from the bill because 1) I am not comfortable turning the keys of our foreign policy over to the UN and 2) 2a contradicts 2 anyway. If we are banning all aid, then we can't administer it anyway.. Tongue I do favor scaling it back in time, but immediate cut off is a bit much.

I am interpreting section 3 as meaning private entities may not sell arms to foreign states, and that's fine with me. I am not sure how I'd feel about banning the government from doing the same. Remember WWII? Had we not sold arms to Britain, the entire continent of Europe may be under Nazi control. Sometimes you have to do it.

I am fine with the redraft. It is less generous than what I'd have hope for and what I'd ideally like to see, but it is a step forward and will put a significant dent in our footprint abroad.
