The vote has to be openned by the President of the Senate either directly or through the PPT, by way of delegation of authority.

When a PPT is in office, this theoretically should be avoidable by the fact that with two active administrators, a vote should be opened within a day's time max. However here, there is no PPT until the election is finished and Matt had some RL matters this weekend. The Senate Dean is chained to a two day requirement (used to be five) on the absence of both the VP and PPT (just the former in this case since there is no PPT right now), before he can do anything on his own.
