I had made my concerns very early (thankfully the biggest piece was eliminated), and I'm not really a tough on crime guy, so I wasn't sure this was all that necessary.

Just some random thoughts here from a retired has-been:

Perhaps different lengths of registration for different levels/types of sex offenses. Rape and bestiality both subject to registration? A child rapist treated the same way as a chicken fu$%er?

Maybe creating a presumption against early release after sooner than 50% of one's sentence unless (e.g.) the weighing against recidivism substantially outweighs the evidence indicating the offender shall be a recidivist offender? Granting judicial discretion can avoid the worst applications of an absolute broad rule in individual cases.

Perhaps compliance with the bill can be tied to continued funding of prison law enforcement funding to the regions, much like DUI laws are tied to highway funding. This should address constitutional concerns.

On that note, there already IS a national criminal database (NCIC) and has been for decades. Having one specifically listing convicted sex offenders the same way NCIC does for convicted burglars, robbers, embezzlers, etc. is hardly a novel attack on constitutional liberties (or any attack at all for that matter).

Just some ideas from an old coot to maybe break the logjam. Gotta go now; bourbon doesn't drink itself.
