Opinion of the CIA

I am actually neutral on this one. It is like asking whether the U.S. Army is a FO or HO, or likewise with the FBI or your local police department. They work within a policy-implementing machine and can only really be expected to be as great or terrible as their orders allow. There could be something said for judging such organizations by the people they hire, how they choose to get things done, and how much internal corruption exists but I don't know nearly enough about the CIA to feel comfortable rushing to judgement.
