In spite of its massive decay, Camden probably still has a couple of nice neighborhoods (much like Detroit does), so Camden.

Camden is small enough that no, it really doesn't, though if you're actually on the campus of Rutgers-Camden it's probably not that bad.

Still would rather live there than in rural ND.

Camden. I've lived in the "hood" before, and the nicest part of Camden (Whatever neighborhood that is) is probably bearable. Even if the choice were Fargo I would still probably choose Camden as I just can't imagine being that isolated.

This.  Plus, being able to live in a rural neighborhood is a big priority for some people.  Not everyone wants to live in a city in spite of its advantages.
