To be fair here, convicted felon can mean an incredibly wide range of people.  I mean, I wouldn't be too worried about someone that got out of the pen a decade ago and has cleaned up since.  That being said this is from Fox, and I've the feeling a good many of their viewers don't hold the same leniency on former criminals as I do.

Out of curiousity I checked and there is no prohibition against felons working for the Federal Gov.

HHS likely has some prohibitions for ACA navigators as well.

If the GOP wants to prohibit felons from holding federal jobs or specific federal jobs, then propose legislation to that effect. And if they didn't want felons being hired by HHS they should have offered an amendment to the ACA to that effect.
