any of you guys read the Bell Curve? It was published nearly 20 years ago by Charles Murray and Richard Herrnstein. In one of the last chapters, it discusses something called the custodial state where there is an increasingly high percentage of the population that either cannot or will not (or both) fend for themselves and them and their children are permanent wards of states. As a result the areas they live in are increasingly populated by people like them to the point where they become "high tech reservations". It also means an increasing necessity for public safety laws and within the confines of these "reservations", a borderline police state.

Anyone see this thing coming to fruition, at least to some extent?

One of Charles Murray's post-Bell Curve books is Human Accomplishment in which - I sh**t you not as I read parts of it once for god knows what reason - he tries to list all the supposedly great accomplishments of mankind divided into person and culture and then tries to quantify the data giving the cultures and persons 'achievement points' (Aristotle was top iirc). Oh, and guess what? Accomplishment holds steady with some peaks and troughs until, yes you guessed it, c.1950 and then everything goes into decline because welfare state. That really was his argument.

 (Oh, look at the Wiki page - Dennis Dutton - writer of the worst Art History book of all time - gave it a good review... What a shock).

They also don't much respect from the mathematicians here.  A running theme when I was taking statistics and mathematical analysis courses was how social scientists so often misapplied mathematical techniques to do some really stupid things.
