I think we all know why I'm introducing this, but I'll advocate for it anyway.

Over the last few months, the Speakership has been an inheritance, and I don't want to see that kind of politicization in government.

For the record, I don't think this needs a gubernatorial signature (not that it hurts to sign it, anyway).

The Council has the power to regulate its own affairs.
