Certainly any plans to expand the Senate must be considered in context of potential consolidation.


Also, I worry that in the absence of such this will be drawing from too small a pool of actives and risk a similar problem to what we had with the committees of loading too much on too few. I think it would be better to keep it optional and maybe to set a limit on how many Senators can do this at a time.

Can we touch up the wording on this? It seems as though we're just replacing the entire text of Article V Section 1 with this text.
