Yes. Housing is incredibly expensive in Hawaii, prices for food and other inputs are higher by virtue of everything having to be flown or shipped in from the mainland, and there aren't very many job opportunities outside the hospitality sector and the government.

Honolulu Councilman Stanley Chang, who is running in the Dem primary for HI-01, is riding the trend by introducing a bill that would fine homeless people $50 for sleeping on sidewalks.

Well, much like the RI state legislature, or the flipside version in Kansas, the supermajority party seems to be split along internal ideological lines instead.  This guy could easily have been a Republican if there been any point whatsoever.

Is $50 enough?   We need to make them pay enough that they realize it is cheaper to rent an apartment like normal people.  Why do they think being homeless is such a great idea?  Sidewalks aren't very comfortable anyway.   

But like all things, if you fine it, you will solve the problem.
