Israel produces more scientific papers per capita than any other nation by a large margin -109 per 10,000 people - as well as one of the highest per capita rates of patents filed.

A patent is the exclusive right to sell something that the patent owner has invented. Patents are issued by the government, and filing for a patent means asking the government to give you one.

Then I understand your confusion, since until genetic engineering becomes commonplace, the number of parents per capita will be 2 everywhere.

Depends on what you mean by "parents per capita".  Siblings share the same parents, so wouldn't the "parents per capita" for a large family be smaller than 2?

Well, it's a Western invented legal concept that's used these days mostly to protect the West's first-comer advantage in certain technologies, so from a Chinese perspective they could rightfully see it as cynically self-serving. That would be a mistake. But it's also frequently abused to become a legal instrument that makes a lot of work for lawyers seeking to extract rents at the expense of productive companies.
