AFAIK he left briefly in 1999, to run for President under Taxpayers banner (after being a virtual nonentity in GOP primaries). He was let in after ending his bid the same year and even succeeded John Chafee as the Environment Committee chair. He claimed he had never "officially" changed his registration. LOL.
