A brief explanation from the Governor:

I know this is a bill, but given that it amends the Constitution I chose to consider it as a proper amendment to make the process more democratic. Of course, should I be breaking the Constitution in any way by doing this I'll close the booth and I'll accept responsibility, just so you know.

Very well. Although I approve of this bill, I don't see much support from the voters (or at least, it seems like a controversial issue). With the New Mexico situation requiring our immediate attention as well, I feel this bill is also outdated now. I apologize, but this will not have my approval in this precise instant.

I'll write the bill again with changes that concern the New Mexico situation and I'll personally send it to the Althing to start this all over again. I think that's better than passing bills and then amending them right away.

This amendment fails to pass the Midwest.
