I think this is pretty straight forward. Conscription is no more moral a policy than is slavery.

I am very much against conscription, but historically we have had emergency situations where such has been necessary in order to preserve the very freedom and society that allows for such a stance to be taken. For that reason I would prefer to keep the current text rather than remove it completely.

I endorse passage of this amendment, though sadly I doubt it will have enough support.  That's why I introduced the compromise amendment in the first place.

I can't think of any circumstance where we would need to enforce conscription now or in the future, but I think it makes sense to have it as an option, albeit a severely restricted one.
