The title fooled me. Powell is calling for universal health care, not single-payer. Many industrialized countries have universal, but not single-payer systems.

This. I think that the a fully publically funded health-service like the  NHS, which seems to be what a lot of American left-wingers have in mind when it comes to establishing universal healthcare, is actually a fairly rare method of achieving universal health-coverage.

Not all single payer systems are like the UK's NHS. I believe most liberals/progressives who promote single payer are hoping for something more like the Canadian system which is government paying to private health care providers, or essentially "Medicare for all."

As for the OP. I think it is pretty clear that Powell wasn't specifying the methodology of how to get to universal coverage, just lauding the goal of universal health care. Something that even many Republicans at least claim to be supportive of.
