It would be very close, but FDR might be able to pull it off depending on how he would have handled the immediate post-war situation. The map would probably look the same as in RL, but FDR might have won New York and Pennsylvania against Thomas Dewey. Another question is if FDR would have more success at securing the passage of early civil rights legislation after his re-election.
