What is the attraction of smoking weed? I just don't get it. So many legal narcotics to purchase, and yet people choose to go to the trouble of getting illegal dope. Why?

How can you properly discourage something (which is, I assume, your position of marijuana) without at least some degree of penalisation when it comes to users.

The 18-29 bracket is still markedly more pro-legalization than the other brackets; it's just presumably less so than in the United States. I don't find that hugely surprising if Uruguay is this anti-legalization in general (which does, itself, surprise me).

What other legal narcotics?  Drink disagrees with a lot of people's bodies.  People shouldn't need a prescription to enjoy their own free time.

Recreational marijuana isn't as common as in America and Western Europe.

This law change in Uruguay isn't seen as much as a social policy as a drug war policy.

Maybe people think it seems weak and appease-y.

Uruguay Considers Using Medical Marijuana To Treat Cocaine Addicts In Prison

NEW YORK -- Uruguay is considering using medical marijuana to treat prison inmates addicted to a crude and cheap form of cocaine, one of the country's top health officials said Thursday at the United Nations.

The South American country made headlines last year when it became the first in the world to legalize the sale of marijuana. Now, as Uruguay prepares to implement its pioneering legislation, health leaders are considering possible uses for medical forms of marijuana -- including in prisons, where many of the incarcerated are addicted to drugs.

"Jail is not a very suitable place for someone to safely overcome drug addiction," Leonel Briozzo, the country's undersecretary for public health, said in an event at the U.N. Briozzo called for "new strategies for drug addiction treatment, especially for harder drugs like 'pasta base.' And in that sense, we harbor a possible hope that medical marijuana can play a role in this as well."

"Pasta base" -- also known as "paco" -- is cocaine base paste, a byproduct of the cocaine refining process. The cheap drug swept through Uruguay and neighboring Argentina during the 2000s, leaving public health officials struggling to control its fallout.

'Far-right' may not be the best way to characterize it but its rhetoric for domestic consumption is profoundly racist and part of its practical manifestation is the development of a system of absolute monarchy in all but name, arguably both more absolute and more monarchical than any of the actual formal sovereign monarchies still existing in the world.
