This amendment isn't a deal breaker but I think it benefits the upper middle class primarily. The poorest Atlasians tend to rent, and the homeowners typically won't have the capital to switch to green energy, even with the credit. That said, it's an interesting idea, and I'd be willing to discuss it in its own bill.

Alrighty then. To make a quick case for my bill: Groceries are exempt from sales tax because we recognize that they are essential, and that it is unfair to make the poorest among us pay tax on items needed to live. Electricity, water, and home heating fall under the same umbrella and therefore should not be taxed.

According to the GM's analysis, this would decrease revenues for the region by $3 billion.  I'm not comfortable doing that unless we're going to make up for that through a tax increase somewhere else or spending cuts.

I do have a plan, but it all depends on whether people agree to it or want to water it down.  It could also be voted on in parts.

I'd like to see the plan, and probably vote on it all together.  If we're talking about using the money saved from repealing to pay for this, and then you turn around and want a $5 billion education bill, that's going to create some problems.
