Well, technically some of that text isn't indicative of the changes we made. The word "blood" was there in the original bill, for example. In any case, we're replacing the whole text, so whatever.

Why was it bolded then?

Why was it bolded then?

It was taken out in an amendment I made and then put back in with Tyrion's amendment, with the effect of being unchanged from the bill this bill is amending.  The parts that are bolded in the text you presented were from the last amendment to this bill, so it's not indicative of what we are amending from the previous bills.  To show all that we are changing from the previous acts would require additional bolded areas and strikethroughs, and "blood" would not be bolded.

Would it not be advantageous to have a text that so indicated chagnes from the previous bills since this will have to be accurately explained to the Regional Authorities? Or would it not matter that much?

Tyrion/shua, would one of you be willing to compose the actual final text without the indicators if necessary so the PResident at least knows what he is signing? I would do it myself but I have to go soon and I may not get back on for the rest of the day.
