Recently, one of my teen Friends was ordered to appear in front of the District Attorney for sending pictures of his gentails. The also underaged lady did tell him before he sent it that it was fine and would not bother her. I expressed concern like most people, but not on the sympathy level on the political level instead. I feel his first amendments rights were violated for no one was harmed and the other lady on the cell phone was not bothered so it did not violate her rights. My bill that yes I have sent to my local state legislator included:
Legalizing sexting
Banning underage pornography
Expanding internet and social rights
People should respect what other people wish to share. I do agree that it will more then likely fill stupid for sending it later, but should not be prosecuted for it.

The overwhelming majority of women do not desire a picture of your genitals. Even if they say they do, they probably don't.

As a general rule, don't send pictures of your floppy bits to anyone. Floppy bits are not beautiful, they are something you should be ashamed of in private. Tell this to your friend. Don't copy that floppy.

This actually raises some legitimate issues.

Underage persons who distribute pictures of their "floppy bits" to others without the intent of publicizing or profiting off of these pictures can be found guilty of distributing child pornography, and those who possess such pictures can be found guilty of possessing child pornography.   

Severely misguided to say the very least.

I don't think it's right for a teenagers life to be ruined because they have a pic of their 17 year old girlfriend's naked body. I mean, there's a huge difference between that and being a pedophile who distributes or receives actual child pornography.

Good luck getting a politician to sponsor a bill to soften this up for teenagers though. Next election, their opponent will run an ad blitz declaring senator so and so supports pedophilia and child pornography.
