If a state holds a state-run primary, do all political parties - even the smaller ones (like the Greens or the Libertarians) - have to participate in that primary? Or is it just a non-binding offer by the State?

In South Carolina, all certified parties have the option of selecting their candidates via a primary or a convention.  As a rule, the two major parties use primaries, in part because they serve as outreach tools, while our minor parties prefer conventions so as to have more control over who votes, since our primaries are open (you get to choose whichever party's primary ballot you will vote in).
