Basically, who is a celebrity or public figure who is incredibly well known through most of the world but not the US?

A few years I might have said David Beckham, but his celebrity has crossed the pond. The soccer player Cristiano Ronaldo may be a contender.

Well, there are plenty of Indian and Chinese superstars known by 1 billion+ people, but as I understod the question he was looking for someone famous in basically the entire world outside the US, but not in America (ie celebrity related American exceptionalism). And that narrows the field considerably.

Maybe for non soccer players. But I think soccer players are on the right track, as soccer is probably the largest cultural institution in the world that isn't big in the US.

I was going to say that legendary Indian cricket guy.  It's got to be him.  There are lots of soccer fans in America, but almost no cricket fans.

Yeah, it's probably one of those guys.  I know who Messi and Renaldo are and I'm not much of a soccer fan (but I'm not a hater).  I don't know any of the people you mentioned except for Rooney and that's only because Top Gear likes to make fun of him.

Outside of a handful of countries, cricket is not followed by very many people. I suppose it comes down to how we measure the question, because the most famous cricket players are going to be known by less than 1% of Americans, while the most famous soccer players are going to be much higher.
