No France?

India replaces France "officially" unofficially I was choosing between France, The U.K and Germany... and I only wanted three European Countries (counting Russia).

Give the PRC's seat back to the ROC and Russia's seat to Estonia, recognizing the latter as the legitimate legal successor and personality of the USSR.

Belarus is probably the former Soviet republic that is most like the old USSR these days.

SEMI-PERMANENT ELECTED VETO POWER.

Five year terms.  Non-consecutive.  Nominated by 3/5 of current permanent members.  2/3 vote for confirmation in the GA.   

This was my proposal to reform the UNSC at one of my high school mock UNSCs.  I was Germany.

The permanent members of the United Nations Security Council are US, UK, France, Russia, China.  Which other countries should have permanent representation?

Brazil, India and South Africa. And there should be reform so that a veto requires at least two votes from those eight permanent members.

I'd be willing to support expanding the permanent seats, but only if the unilateral veto was changed. I could see expanding to 12 seats and requiring 9 votes for any action. In that case, I could see most of the poll options being top candidates for such seats.
