Everything except the first is already the case and would be perpetuated under Bloomberg, if the aristocrat's disastrous tenure as New York is any indicator.

Bloomberg. He continues to show in his last hours as NYC Mayor how much he cares about his citizens by even regulating the highly addictive E-cigarettes. That's added onto all of the other great legislation he's signed into law in the past decade.
