When I saw this on Thai TV I couldn't understand very well what they were saying, so I thought maybe it was a 'big move' towards reconciliation, but later my Thai friends told me the PM always has to visit Prem informally at his birthday and New Years.  General Prem is 94 years old, the head of the Privy Council, former PM during the 80s, and the 'Kings Man' in affairs of state (quite hated by Reds, and loved by Yellows).
