It says expressed written consent? Are eight your olds competent to provide such content though? I would prefer them to have their in the matter to be sure, but I am wondering how this works and what current processes are in place if any that so require consent at so young an age.

Expressed written consent can just be a signature (which is relatively easily done for an eight year old of average reflexes), but I'm not sure if the legality of it would hold up to a less angelic-minded lawyer, because minors can technically have most every contract voided for some reason or another.

Meanwhile, I'm changing my vote to Aye.

The only issue I have with this bill is, minors may have contracts legally voided at any time. Any expressed written consent by a minor will hardly ever hold up in a court of law pursuant to basic contract law/UCC.  I am signing this merely because I think it is a bit much to force your 8 year old to go through that procedure (perhaps a cruel and unusual punishment argument may be made?). If you haven't made up your mind beforehand, that's your own fault.

I am not confident this will hold up in court the first time someone challenges it, but that presumption isn't enough for me to outright veto this right now.

See above. I doubt this would ever hold up to a legal challenge, but I don't see a reason not to sign it because I couldn't imagine being forced to get circumcized when I was 8 years old.
